NHL is doing this because they can’t trust that their officials have a level of competence basic enough to make the correct judgement more often or not on goalie interference.

Professional referees can’t be trusted to watch a video review and be right more often than not. They’re that bad.

The problem is their goaltender inference rules are so vague that not even their own referees can interpret them.
