The fact they invited Rizzo to camp makes me highly doubt he was ever the prospect being discussed in the TDA trade:

The first drill of camp is called "whoever isn't getting traded to the Flyers, skate forward." Not so fast there Massimo...
Seravalli was also led to believe that it is/was Rizzo.

They are thinking about using that cap space to re-sign Bear instead.
If it’s any consolation, they’re still coming out well ahead on the series of moves. Because of that, I think that’s why they’re giving up one of the lottery tickets that has done something of note in lieu a FC equivalent.

Early screenings showed that the move was unlikely to be handled well by our social media fans, so they're looking to move in another direction.
Re: Massimo Rizzo - led University of Denver is scoring last season by a good margin. Skating has been called suspect, but I'm not sure he's the throw away that some would have us believe.

That's true. I don't think many people are saying he's a "throw-away" from what I can tell. He's a guy that progressed well, but is still a long-shot to be an NHL player. The thing is, Carolina has drafted 50 players in the last 5 years. There will be guys like Rizzo that we won't be able to sign and may lose them either via trades or by not offering them a contract. Might as well get something out of guys like that vs. losing them for nothing.

Now that @NotOpie reminded me that Rizzo is a college guy, I suspect the hold up may be the strict NCAA rules on players participating in the development camps, them having to pay their own way etc.
It is not inconceivable that the League delaying the TDA trade messed up Rizzo's participation in Canes development camp to the extent that Canes have to wait until the camp ends and Rizzo's right can be traded.
