Well, guess there is something to it then. Sounds like Seravalli still expects the deal to be completed...at some point...

If it’s any consolation, they’re still coming out well ahead on the series of moves. Because of that, I think that’s why they’re giving up one of the lottery tickets that has done something of note in lieu a FC equivalent.

That's true. I don't think many people are saying he's a "throw-away" from what I can tell. He's a guy that progressed well, but is still a long-shot to be an NHL player. The thing is, Carolina has drafted 50 players in the last 5 years. There will be guys like Rizzo that we won't be able to sign and may lose them either via trades or by not offering them a contract. Might as well get something out of guys like that vs. losing them for nothing.

Whats the hold up
Now that @NotOpie reminded me that Rizzo is a college guy, I suspect the hold up may be the strict NCAA rules on players participating in the development camps, them having to pay their own way etc.

It is not inconceivable that the League delaying the TDA trade messed up Rizzo's participation in Canes development camp to the extent that Canes have to wait until the camp ends and Rizzo's right can be traded.
