I don't follow the Blues, so am a bit ignorant of the situation, but his stats aren't at the very bottom of the barrel. Is this a matter that he is currently way overpaid for his performance/lack thereof and burying him in the minors would get rid of the larger cap hit for the team so they can sign other players? They owe him the money, and if they can't use him they'd have to put him somewhere but not cost the team the cap hit. Is this more or less what is leading to him wanting to mutually terminate the contract?

Inconsistent play from the team.
He is invisible 90% of the games he plays in, but the other 10 % he stands out. He's virtually no different from this year to last year.
Blues want to see what they have in the youth. Probably waived him to send a message to the team that nobodies safe, especially after the presser Army gave yesterday that's what it seems. He's a fine 3rd line scorer. He's being paid a bit too much for that but for most teams its not a problem. Our issue is our team as a whole is also inconsistent so they want to see what guys like Texier/Joseph/Bolduc can do. This opens up the roster spot.
Someone on the Blues forum said something to the effects of this is a 900 game NHL vet that was waived, nobody is safe. It's a pretty clear message, but frankly, if they couldn't find a trade partner they needed to cut ties because things haven't changed through 3 coaches and over a couple of years.
I'm guessing that his agent has already found him a team that wants him, but didn't want him at his current cap hit. Career longevity is likely the biggest reason here, if he cleared waivers, he's probably in the minors for the rest of his contract, and he likely wouldn't get another NHL deal. It's hard to prove that you're an NHL'er if your team keeps you riding the bus for a year and a half.

To avoid playing in the AHL while he's still young enough to hack it in the NHL. No amount of money you can pay to turn back time
Assuming this is only about performance, you got to love Saad's boldness here. He's giving up a lot of money to stay in the NHL. Maybe in the end he makes more money this way rather than let his value sewer by going to the AHL
As others pointed out, Saad has made a decent amount already. He probably realizes he won't have many more cracks at the playoffs so perhaps he values that a bit more than money at this juncture of his career. Zach Bogosian terminated his deal with Buffalo since teams couldn't fit him under the cap even with retention. Bogosian then signed with Tampa and won a Cup. Granted Bogosian was in the final year of his deal, so he left much less on the table than Saad will be doing in giving up ~1.5 years of his previous contract.

Tbh I woulda traded him straight up for Perron b4 all this, he did WAY more in 1 game against Ottawa than Perron has all season
