It's the same reason why defensemen aren't supposed to join scrums in front of the net and goalies aren't allowed to join at all with zero tolerance. The extra man in always gets called.

Manufacturing outrage at the refs by ignoring the obvious context. A lot of fan outrage gets driven by the narratives created by their broadcast's game crew.
