Yes, there's a massive drop off in this draft. You go from guys who have good "B" games and scored at a respectable pace in the late teens to early 20s, to just guys who are projects to be NHLers in the late 20s.

I don't think there's any reliable way to be certain of this.
 
Yes, because that's so reliable and certain that the draft is a near-perfect slope of value.
Most of the risk in the draft is related to non-elite scoring wings and players who are just big, especially at lower levels. Two way forwards who play in Europe or the NCAA are really reliable.

Moving from 20 to 27 has moved from the latter to the former.
