Well, this certainly wasn't a penalty: a totally clean hit - but IIHF, we have also been countless times on the losing end of this style of random refereeing.
edit: oh, another useless penalty to even things up - fair enough, I guess.
The Swede penalty was on an ironically similar hit to the one on Willie by Ugli. Through the body but contact to the head. I don't think either are penalties personally, but if they're both called penalties in IIHF then that is consistent at least. Can't argue one is not a penalty, and the other is.
