That's the part I don't get. If the 14th place team wins the remaining 1% is elimiated from the 2nd draw. If the leafs win that leaves 80% on the board, increasing everyone's chances by 20%

Yeah, the 20% would be redistributed among the remaining 14 teams I think, the Oilers would get the most of that 20% but it wouldn't be much (their odds 16.875% for 2nd if we won the lottery according to an online draft simulator).

Not really. From the timesI saw Sarnia play this season, (mostly against the Knights or my hometown Barrie Colts), I noticed his decision making with the puck was questionable. Don't get me wrong he's got lots of good things about him, but I wouldn't say he has the IQ that separates the good players from the great ones at the next level.
