We'll see if it lasts. They could send Reimer down immediately with no other claimants and now they have the 10-game/30-day timer running. If need be, he can come up (and Levi can go down) at any point in there without worrying about waivers.

I would assume they didn't send Levi because they still don't know about Luukkonen's tweak and probably will hold off until they know if he can play their next game.

But I think it's reasonable that they keep Levi up and around until they at least know if Luu can jump back into starting.
