Dwayne is still pissed at Cody and the fans for what happened last year, so his revenge is to manipulate Cody into selling out and breaking his connection with the People.

The final goal, assuming Rock ever actually wrestles again, is for Cody to resist and be officially crowned the People's Champion.

I could see how they make that work I guess, but then what the hell was the dude doing at Wrestlemania last year?

Also am I honest-to-god supposed believe that Cody isn’t the corporate guy? Otherwise, it would actually make sense to make Cody that guy while you’re getting the guy who is supposed to beat him in position.
