At best it’s a blown 2 min call. Tavares crumples and gets up when he realizes that call isn’t coming. Miraculous recovery. If the shoe was on the other foot I bet Stutzle does the exact same thing. But there just isn’t enough impact or intent for DoPS there.

What makes the arm reaching out "incidental", if Zub doesn't do this the players have no contact at all. Tavares was not skating into or at Zub. He was skating by.

If Zubs armed remained pinned to him Tavares would not have gone by him, he would have still gone into him. He ran into Zub, not the other way around.
That’s why it isn’t being reviewed, even though there was head contact. Which is the original question you asked. Head contact of any type doesn’t trigger a review. It never has.
But based on your replies, it seems the purpose of this thread was that you wanted everyone to agree that the league is wrong and they should review it?
I think you are 100% right. Timmy would pull a Tavares in that exact same situation. Special teams have been crucial this series. Why not milk it and see what happens.

It’s 2 people not knowing the other is coming, JT skates right into him, stays down, and gets summoned by the concussion spotters.
What’s the the third time JT has gone down, like shot, tried it to sell it.

Zub's elbow pops up and nails Tavares. That's clear.

It’s met front. The D man had position. Guys crash net front all game long every game. JT is a solidly built guy who goes to the net hard. It’s the D’s job to protect the ice they’re on. (Really it’s every players job to do that all over the ice; make the opponent change their path) This is good defending.
It’s a tough game, especially net front.
The league could absolutely review it even though there is no penalty. They won’t.
There is never any consistency for the leafs. Going back to when Kadri was suspended for “the rest of the series” instead of a set game.
This was a soft hit on a soft player. Tavares might have to start playing ping pong if he can't handle the physicality of the game.

I'm baffled by what Tavares was doing. Why was he skating hard and deking into the middle of the defense, (1 on 5) without the puck? Looks to me that he was forechecking, but the odd thing is all 5 Ottawa players appear to be playing defense. Was there a Leafs player with the puck coming down the right wing and circling the net?
I don't like what appears to be a chicken wing elbow, but it's hard to tell in the video if it even makes contact with Tavares. Need a better angle.

Fair if you feel the same way about the Tkachuk hit. Guentzel recently had the puck, it was not head contact, and Guentzel didn't have to leave the game.
I really was more wondering why there was not a threat about this hit though.
Hagel was suspended, that made the Tkachuk hit more of an interesting discussion. I would have thought those two made this one more interesting. Of the three, the Leafs got hurt the most by the outcome.
This looked like a classic case of incidental contact. Zub is defending his position. Tavares is skating around looking for openings and skates right into Zub. I don't see why this needs further discussion.

So, a hit on a player without the puck. Let's not get into who is soft and Tavares is not that. He takes a beating every night
The other thing to note is that in game 1, the Leafs came out looking to draw penalties. And they were very successful.
There were multiple instances of Leafs going down easy or embellishing the impact of a hit (Matthews, Tavares and OEL all did it).
The problem with doing that in game 1 though, is that all the refs watch the tape after the game and know when they’ve been had.
As a result of that game 1 performance, the Leafs won’t get the benefit of the doubt now.
Tavares himself, has taken the crafty vet act a bit too far so the refs are likely looking at everything involving him pretty skeptically. They do the same with Stützle or Greig, for example, on the Sens side.
In this case, the refs were correct.

There is been at least 3 times in this series where Tavares tries to sell a "head" shot. And he is always fine a few moments later. Maybe he should concentrate on trying to play the game more and not pander to the refs.
Again, it wasn’t a hit. Tavares collided with Zub.

That's a fair answer and not how I saw it. Again, the hometown glasses might skew what I am seeing and I accept that.
Can you honestly tell me you think there would have been any collision at all if Zub didn't chicken wing him though? Tavares was taking a route to avoid the contact IMO.
Tavares wasn’t looking where he was skating and had no idea Zub was standing there, so he was definitely not “taking a route to avoid contact”. Zub didn’t see him until the last second and braced. He was not looking for contact.
If Zub’s arm stayed pinned to his body, there would have 100% still been contact.
Neither player was looking for contact on the play, but they collided. It happens. No penalty no review.

I don't know how you can say that "definitely". You might be right.
I think this play deserves some commentary and maybe a "the league looked into it and determined it was incidental".
Another genuine question, even in incidental contact is a player allowed to lead with an arm to the other player's head?
