Less protection would force players to play more safely instead of relying on their equipment to protect them. Basically make it more like rugby. But it will never happen.

No amount of padding will protect from whiplash type incidents, which cause a lot of concussions. Only slowing the players down will do that.

Actually, they need to a helmet that integrates with the shoulder pads, to lessen the threat of neck injuries. Playing on grass and having extra padding in the helmets, will also help. Whiplash is hard to stop, but at least they can work to lessen the force of the impact with the ground. The brain is still moving inside the skull though.
