I think there could be, but it will never happen. They would have to go back to something like it was before all the plastic protective gear. Thin leather pads, light leather helmet. Less protection would force players to play more safely instead of relying on their equipment to protect them. Basically make it more like rugby. But it will never happen.
Players need to go with the Gazoo helmet like The Bill's Kelso had. Painted version of the extra padding they are wearing in practice.

No amount of padding will protect from whiplash type incidents, which cause a lot of concussions. Only slowing the players down will do that.

Actually, they need to a helmet that integrates with the shoulder pads, to lessen the threat of neck injuries. Playing on grass and having extra padding in the helmets, will also help. Whiplash is hard to stop, but at least they can work to lessen the force of the impact with the ground. The brain is still moving inside the skull though.
 
Damn right he laughed throughout the movie. This lends itself well to proving he doesn't actually have a concussion. If he sat in silence like, I don't know, say @BigToe, then we know something is wrong with his head.
Letting a guy look at a screen when he may or may not have a concussion is also LOL levels of care by the organization.

MacGruber is a hilarious bad movie. Really, really bad but so fun.
