Pretty sure it's all funded by Harris and Co. BUT if the city approves another 20,000 person stadium the city has to write a big fat check to Josh Harris and the Sixers.

Aka, they're sticking it to Comcast and the Flyers.

Now, of course, the city will have to pay for upgrades in transportation and other such things so the tax payer will have to foot a nice chunk of change indirectly.
