I mentioned a report that the Rangers are leaning towards giving their 1st this year to the Penguins, but even if they don't, I'm not really sure the Rangers are well set up in a position to be that much better next year. They'll for sure get a jump, but they have very little cap space and any open space will likely go towards paying Miller and Cuylle. They could trade Kreider to open up some money, but I feel like Kreider is the exact kind of player Sullivan would want to keep to see if he can rebound.
The Rangers next year may just be their 2024-2025 roster with Sullivan as the coach, and they'll actually be making changes to improve the team in the 2026 off-season. I think that's beneficial for the Penguins if they get the Rangers 2026 1st, Sullivan will provide a boost to them but I still think that team isn't going to fit Sullivan's system very well.
