But only half can afford him.

Kuzmenko has to sign a 1 year ELC, so I imagine that would be fine for most teams. Maybe there are some teams that might have issues if he hit all of his bonuses, but I think most teams would be happy if that scenario happened.

My offer:
See how well Bunting is doing on a line with Matthews and Marner? Well we are in a cap crunch, and will be getting rid of at least 2 forwards and need cheap depth.
Why not spend a year with Matthews/Marner or Nylander/Tavares

So if he signs a 1 year deal April 1st, does that mean he is UFA this summer. Meaning the 1 year deal is prorated for this year.

As I understand it, his KHL contract wouldn't expire for this season so his ELC would be for 2022-23. Somebody like Nikita Gusev could sign immediately and burn a year because he was previously drafted (then traded) so he appeared on Vegas' reserve list. But an undrafted UFA would have to wait? Just looking up some signing dates:

Roman Cervenka - May 2, 2012 - ELC started 2012-13: Missed Opportunity? Star KHL’er Roman Cervenka signs with the Calgary Flames | Edmonton Journal
Artemi Panarin - May 1, 2015 - ELC started 2015-16: Blackhawks agree to terms with Panarin
Ilya Mikheyev - May 6, 2019 - ELC started 2019-20: Maple Leafs Sign Ilya Mikheyev to Entry Level Contract
Alexander Barabanov - April 7, 2020 - ELC started 2020-21: Barabanov signs one-year, entry-level contract with Maple Leafs
Alexei Melnichuk - May 4, 2020 - ELC started 2020-21: Sharks sign goaltender Melnichuk, 21, from KHL

Eastern Canada
at RW, we can sign and play him starting next year 100% guarantee

Ottawa have no depth at the RW what-so-ever. C.Brown is a UFA 2023 (please re-sign him in OTT) which make the situation even worse

Strong Island, NY
NYR should offer him a deal and pitch playing alongside, on the opposite wing as The Breadman. Transitioned to the NHL seamlessly from SKA. Perfect spot. Top-6 RW right there.
