Agreed, which is why I did NOT do per capita, but comparable populations (actually, the GTA is larger (6.4M to 5.7M).

Finland has close to 400 rinks counting the outdoor ones.

I wasn't really comparing them, just pointing out how high the Finnish representation is in the NHL (possibly more surprising considering how far away they are). The Finns are easily the second most hockey mad people in the world.
