This thinking amongst fans and outsiders only. Teams utilize offer sheets every year. We just don’t hear about most of them because they rarely get accepted by the players. Broberg reportedly had 3 offer sheets extended to him and signed with the blues. This is a tool GMs use and are aware of the risks. I think there's a better than 50% chance that the Blues walk away from Broberg's qualifying offer in a couple of years.
