I would take OEL on the Preds well before Franson or Faulk or any of the others you mentioned except for Krug (I wouldn't take Markov over him due to age difference and injury history), given the option and assuming the asset cost would be similar (which it wouldn't be).
First, he scores at essentially the same rate as both Franson and Faulk (he has a slightly higher career PPG average, which is better to use when comparing player production than a single season or half of a season).
Second, 23 is very young, especially for a defender. Scoring forwards tend to peak early. Defensemen do not. This is common knowledge.
Third, you're using plus/minus incorrectly to suit your argument. OEL is a -12, sure, but have you looked at the team's ES goals for/goals against differential, which I did, you'd notice that the Yotes are a -47 as a team. That makes his -12 look more impressive considering, versus his entire team, he is +35. Toronto's team +/- is -19, and Carolina a -30.
You might disagree, but he is better than the examples you gave.
And I haven't seen many people call him elite. You don't have to be elite to be a #1 guy on a team. Elite means you would be the #1 guy on basically every team, which he would not.
