Yeah, my bad. It's DC/Maryland/Virginia, and it's a term that's used a lot around here. It's really supposed to be DC, Northern Virginia, and a couple Maryland counties outside of DC, but now it's used by a lot of people to refer to both states and DC in general. Not Baltimore, though, they're a whole different breed of yokel.
"Cised" was a popular term when I moved here 30 years ago which for several years I thought was just people with stupid accents saying "psyched" as it means more or less the same thing, but it's a whole different slang word. There is a popular radio program called "The Sports Junkies" that has been on the air forever in this region and those guys always said it/say it, and I think that's probably why our esteemed poster (D-I major DODO) still insists on using it.
