The ELC salary will be specified in the new CBA and is likely to go up every two or three years as it has in past CBAs.They need to increase ELC salary. Its only risen 100k Since 2005, and hasn't increased since 2012.
Rookies getting paid the same under a 60 million cap as under a 110 million cap is insane. Going to be a lot of eyepopping deals for 3rd/4th liners trying to reach the floor.
Incidentally, when the NHL salary cap was 59.4M (in 2010-2011, the closest it has been to 60M), the league minimum was 500K. Today, the league minimum is 775K. Next year's league minimum is also scheduled to be 775K, but I suppose they could make a side agreement to change it or I guess it's possible that if the new CBA is done by June, they could agree to start playing under it next yeat in which case it would define the league minimum.
