This is a demonstration to their neighbors that they stand in opposition to the actions of the Russian government but they can't really push too hard without the explicit support of more powerful nations in their part of the world without risking inciting the wrath of an irrational and aggressive nation with wealth and resources they can't possibly compete against

Giving asylum to Russian citizens and opening travel to them would help things far, far more. You can still give the Russian government the finger by showing that their people would rather live somewhere else, and you'd be materially helping real people.
