exactly, its not that deep. The organization broke the rule, they got fined, everybody moves on.Perfectly reasonable rule that is not obscure. Stars broke the rule. Stars got fined. Guaranteed that nobody is going to forget how to play hockey due to not having practices during that period. This isn't complex.
