NHL draft lottery rules on winning twice in 5 years

I know the NHL recently implemented a rule that a team cannot win the lottery more than twice in a five year span. But does anyone know how they define winning?

If the worst team in the league gets the first pick, is that considered a win?

If the second worst team gets the second pick, is that considered a win?

If the third worst team gets the second pick, is that considered a win?

If the 15th worst team gets the 7th pick, is that considered a win?

I may be interpreting it wrong but I believe the rule is that you can’t move up in the draft more than twice in a five year period. I don’t believe retaining your spot at number 1 if you finish last counts against a team. It’s just advancing to any spot twice.
 
You can pick first as many times you want if you finish with the worst record. The rule is only about moving up. So the Hawks moved the year of the Bedard draft. If they finished in second to last this year but move up to pick first, they can’t move up again until the 2028 draft. But if they finished last and picked first they could move up again next year.
