Recent Expansion Teams and Original 6 teams get the best luck. My prediction:
1. Seattle
2. Montreal
3. SJ
4. Chicago
5. Anaheim
6. Columbus

Okay, I am bad at math. I'll be the first to say that. So someone explain to me how it's only a 15.4% chance of staying put at fourth if the collective odds of the three teams ahead of us moving up or staying put is greater than that. The only way to stay put is for both lottery winners to be among SJ/Chi/Ana, which has to be a bigger change than 15%, right?

Probably because you're figuring the collective odds of those three teams incorrectly; they're not just added together. And lottery wins by Detroit or St. Louis would also keep us at #4.

EDIT: The big sticking point is that the odds that everybody likes to quote are not the actual direct lottery drawing odds. They've already accounted for collective results. The actual lottery odds of San Jose winning #1 overall, for example, are 18.5% - there's 185 out of 1000 combinations set aside for them. The 25.5% that gets quoted also accounts for other teams that can't get #1 moving up, the fact that there's a second draw, and other similar little details.
