That's what makes it annoying and arbitrary. Whatever happened to call what's a penalty and don't call what isn't? Instead it's all about we're gonna tighten up so ten whistles are gonna be made before the first period as if they're traffic cops meeting ticket quotas. i'd be willing to bet(tman) that it's a direct order from the board of executives or whomever, idgaf, to make the product more "entertaining". no way the refs are this incapable of just reffing without game management power fantasies overtaking their abilities this many years in a row. but hockey is a hard game to ref considering the speed of the game so i usually dont completely murder them for their calls even if i feel they are bad.
