That's what makes it annoying and arbitrary. Whatever happened to call what's a penalty and don't call what isn't? Instead it's all about we're gonna tighten up so ten whistles are gonna be made before the first period as if they're traffic cops meeting ticket quotas. Or we're gonna let the boys play which gives license to hooking and slashing.
