As much as possible (for kids & youth). Seriously, all 3 teams want the arena to be their while located in their territory. That is a reason why Spartak/CSKA will get a new arena. Even though Luzhniki is associated with Dynamo as well. Seems no deal on Sokolniki, so chose Luzhniki. Hi. Location. They want the arena to be built on their home at Leningradsky Prospekt. The arena they have been playing now is not theirs.
