Then how does drafting work, first overall gets drafted by Paris, and now cannot make the coin he would’ve, if drafted by NA team.

i don't know much about EU labor laws but aren't they pretty strict. So would a draft for Euro teams even be possible?
If they would have a lower wage structure they would have to rely on academies and free agency to compete. which is why replicating the NBA to Europe might not work. They would almost have to operate as a separate league but still falling under the NBA umbrella.
