I don't quite understand that.
This move will cost Fisher about 1.15 billion for the stadium costs, any other new owner will have to go back to the legislature and get money again, or get this deal to transfer over to them through the legislature, and then spend probably more than 1.15 billion to build the stadium.
So if that's already 1.25 billion, then they will have to spend 2 billion to get the team on top of that and a few hundred million with the setup of a franchise.
I don't think another owner having already needed 3.45 billion in investment would spend any more on the team afterwards than Fisher with three times less investment needed at 1.15 billion. And if Fisher sold the team after the window passed I couldn't see a new group paying over 3 billion for the team so it still would probably be less expensive than an expansion team.
