Isn't it an inherently conceited view that, absent strong police, society would literally fall into chaos and anarchy? In most of the world law enforcement are essentially the muscle of the powers-to -be, and depending on how much leeway they get, also double as criminal gangs.
Either way JT is entitled to his opinion, but like most athletes, is probably not prepared to deal with any heat inherit to taking political sides.
