Just because Russia is at war doesn't mean people can't travel. There's a lot of European union teams in the KHL. I think you should go visit Russia first. I had a totally wrong perception of it too before I went.

Yes there is. The NHL will not allow you to come over from the KHL if you currently have a contract. The only way is to buyout your own contract and your NHL team is also not allowed to pay it for you because of the agreement between the 2 leagues.

As for the OP he comfortably goes 3rd or 4th and maybe 2nd if Anaheim believe they have 2 centers and are better picking up a winger. He is without a doubt the 2nd best player in the draft.

Most of the fanbase seems to want him. They want the best player available. For some unknown reason The Habs seem to not want him if you believe the rumors. It might be a distraction or a weird media move to get another team to pay to move up...who knows.

Personally I want him if he is available. The Habs can afford to wait and if he wont sign with them he can be a valuable trade piece in 2-3 years when they are ready to be competitive.
