Random drug dealers get arrested all the time for dealing bad drugs. It's certainly not just a celebrity thing. I'm not so sure about Doctor's but your 2nd paragraph contradicts the first.

I think that person means “you don’t often hear about it” but that it does in fact happen. Just that it’s not as widely publicized.

I think he meant he hasn't watched an episode since Perry died because he finds it tough emotionally. He's a big fan of the show.
