Correct but the likely reason for signing an AHL deal is … if he signed a 2 way deal with TML and got off to a great start he would need for something to happen in Toronto (injury, poor play) to get called up.
With the AHL deal any of the 32 teams with a need on their NHL roster could sign him.

The "likely reason" he signed an AHL deal is because nobody was offering him an NHL deal.
