And with their being no transfer agreement, there is no rush to bring him over early. The AHL roster is already chock full of scoring line guys who need to add weight and strength, they can hold off a bit more before adding another.

Not the only consideration...

Kisakov got out of Russia fast. Possibly involving non-hockey reasons.

They do have a few forwards in Rochester they'll need to make decisions on this year though. Weissbach, Rousek, Pekar, Murray, and Malone from what I can tell. Not sure if any of them lose waiver exempt status or not other than Malone who wasn't waiver exempt anyway.

Not to get this off into the weeds of Amerk roster construction, yet Neuchev isn't a player who projects out to a non-scoring line deployment which some of those guys you listed can already handle when the roster already features non-graduated players like Kisakov, Rosen, and Kulich. While Weissbach is small, he's also fast and one of their more consistent scoring line players. Neuchev isn't a direct replacement for any of them but perhaps Weissbach and then it's still the poor mix of size/strength/experience to deal with next year. They may do it, it seems like it clogs up their sorting process in the near term. *shrug*

Would it be worth it to try and get him an import spot in the CHL?

He'll be 20 in October so he would take an OA spot and an import spot. Maybe they could, I don't know if he's game to go from KHL to CHL though.

His contract is up, is it an option to sign him to ELC and let it slide one-year in the KHL?
I think it's in this thread where we talked about bringing him over. Otherwise he'll probably sign a new KHL contract and who knows what happens then.

Kisakov and Rosen are both in Rochester this season D+1. Rosen has the slide this year but Kisakov does not. Both are in Rochester and no NHL games played. So I guess if Kisakov was loaned to KHL this season after signing with us, the contract still wouldn't slide. I dont know if 1-year contracts for teenagers or 20 year olds are a thing in Russia. That would be ideal. If Neuchev can be loaned to KHL for one season (is that a thing) he could then do two years in Rochester. Or Kisakov can have a buddy in Rochester next season. But do we really need another left shot LW on that team next year, especially if we sign Marjala (and I hope that we do)

I think if they were going to loan him they would try to at least get him out of the KHL and into the SHL I would think.
