Owner/Operators are not allowed to refuse jobs as per the licensing agreement apparently.
Doesn't appear to be anything of the sort in the applicable bylaw. Not sure where you'd be getting this but I'd be skeptical.

If there was nothing done that couldnt have just as easily been done without the emergencies act, then what is the concern about invoking it? Its not like invoking the old war measures act. This is all now constrained by due process.

It seems an interesting technical question over process for policy nerds, but its a hard leap for me to consider it as anything scandalous politically.
