The bolded is certainly the case. We already have many examples of players at all levels taking less to play in a situation that they desire. But I doubt we have ever seen players go so far as to get the PA involved.
If they weren't going to step in back when Kariya and Selanne signed on together, then why would they now.
I could maybe see them stepping in during early, prime/precedent setting years, but not for guys on their third or fourth contracts... they've earned the right to choose lifestyle/winning over $$$.
