Like the way University of Waterloo students referred to Wilfred Laurier (nee Waterloo Lutheran, showing my age) as "the high school down the street".It's about beating a rival. The Habs being mediocre is irrelevant.
It's a old reference to an Ohio State football coach who called the University of Michigan "that team up north" (TTUN), which doesn't really work in the case of TTOE because "out east" in relation to Toronto usually means the Maritimes.
