The refs in this league suck balls.

They are just doing what they are told, reffing with a bias to keep the game as close to even scoring wise as possible. Everything is doing this now. Video games have skill based match making that puts you with players of same skill. There is some sort of study or something that says this is the most engaging method for most people.

Unless it's a high stick to the face that draws blood, or a guy who gets hauled down blatantly on a breakaway, I highly doubt the refs call a penalty on the Avs the rest of the way. Matthews is going to get the McDavid treatment here in the 3rd. He'll get absolutely molested, without a drawing a call.
