Although Vegas did have Gusev's rights at one point. I don't believe he ever suited up for them though.

You're thinking of Shipachyov. Different Russian. NJ brought in Gusev and he had one big year, then one blah year.
The one use I can think of is that if he clicks with one of Matthews or JT it opens up Willy to drop down with Kerfoot a la Kessel with Bonino. A Bunting-Kerfoot-Nylander 3rd line has real possibilities.

No. At least Gusev has a half decent NHL season.
Gusev had 44 points in 66 games two years ago.
Ho Sang last played in the NHL three years ago, 10 games, 2 points.

I remember a story a couple seasons ago Gusev asked to play down in the lineup out of the top 6 with NJ.

A right shot capable of playing either wing, Gusev made some noise on this side of the ocean in 2019-20. After seeing his rights owned by Tampa Bay and Vegas without an NHL debut, he finally left SKA Saint Petersburg, scoring 13 goals and 44 points in 66 games for a poor Devils squad.
The Russian's 2020-21 campaign was split between New Jersey and Florida. His shooting percentage dropped, and he failed to find his groove in either lineup.
Gusev’s offensive upside has led him to 17 power-play points through 97 career NHL games, and the Maple Leafs — falling to 16th overall in power-play success (20 per cent) last season — could use a dangerous right shot on their 5-on-4 units.
Gusev struggled through the pandemic, but he is just one season removed from 44 points in 66 games for New Jersey and only turned 29 in July.
That said, Gusev’s defensive responsibility has come under question. He’s a career minus-27 forward who starts the majority of his shifts in the O-zone.
His $4.5 million cap hit rendered him untradeable last season, and the Devils ultimately terminated his contract.

and what exactly does draft position have to do with players over 25 years old ?
Small, skilled player who has no defensive game.
This is really what we need to compete and try to go deep in the playoffs?
Never say never and nothing to lose but if he makes the team he’s going to have to really show something when he gets a chance.

He struggled last year to make the #30th place NJ Devils, where he was a healthy scratch and then bought-out for a team that is playing near the cap floor.
Set expectations accordingly that the KHL is likely his next home again.
No harm no foul as a professional tryout contract is not an NHL contract.

He likely was, but chose Toronto. Odds are he wants to parlay a season here into a big contract next off-season.

Free agent players see 1/2 of Leafs entire Salary Cap tied up in just 4 forwards which also comprise 4 of their top 6, and see opportunity to play in Leafs top 6 alongside elite talent to prop up their stats and cash in big on their next contracts, by riding their coattails to their own financial success.
That is why Toronto despite being considered a Cup contender has open auditions for 2 X top 6 positions on LW and makes them so appealing from the outside looking in.
PTO and career minor leaguers, or players bought out, or not provided qualifying offers and all cut lose by previous teams are now lining up and applying for contracts and jobs with the Leafs riding shotgun beside Leafs core 4.
Gusev could literally start training camp on a PTO without an NHL contract, and yet start the year beside Matthews and Marner on Leafs top line, as long and he pops a few goals in the exhibition season and impresses a few people because the competition on the left side for the Leafs is wide open top to bottom on all lines entering training camp.
