I think Burke did this because he didn't want to look like a hypocrite for taking on the Luongo deal. He's a guy who'd rather keep his word then go back on it. I think he stepped down and is allowing Nonis to make the deal.

IF Luongo retires before his contract is up, Vancouver still needs to pay some of the savings.
