So he's hedging his bets both ways? If they offer an ELC, he de-commits. Can't sign an ELC and play college.

Crazier scenario is that he doesn't sign and becomes a free agent.
From Jugnauth's perspective, that makes perfect sense. He likely feels he has nothing to learn from juniors and would like to either play in the AHL OR go to college.

The only Kraken prospects playing D in Coachella are Fleury, Ottavainen and Nelson. Fleury is a UFA (Group 6) at the end of the season, and I would be surprised if he re-signs. I would be surprised if Jugnauth has not offered an ELC.

True. Kraken have already signed Drago and Price, I guess they have enough depth there. But he deserves an ELC, as leading WHL defenseman scoring.

He's an example of something that might be used now, using the college commitment to persuade an ELC from a team. A new negotiation tactic.

May very well receive an ELC but wouldn't use "leading WHL defensemen in scoring" as the only measure of whether he receives a contract or not..

High scoring undersized players - especially overage players - are not uncommon in junior (or for that matter college) hockey.

Most hit their peak either in the AHL or Europe.
