At this point he is, imo.He will be nr1 but he aint way better then the 4-5 after him in the draft. It is closer then it usually is.
The ones who could not play in world championship could have been as impressive or more. Yeah two nr1 Ds aint bad at all. Will be interesting to follow.At this point he is, imo.
The thing is that maybe some of the next picks surpass him along the way, but that is not guaranteed.
Power is a pretty safe pick to get a star defenseman. Weather he will be a superstar will be determined how much offense he can produce. He is more effectiveness than flashyness, hard to tell how that will be in the NHL. I do think there is some limitation for him, but don't let that fool you for his overall capabilities. He's a stud, Buffalo should be happy.

I see that as a win for Buffalo. He might be able to play in the NHL next year but he's definitely not too good for the NCAA. Dominating on a stacked Michigan team won't hurt his development. Plus it gives Buffalo (or whoever drafts him) more time to build a D core that wouldn't force him to play huge minutes right off the bat.
One year in college then NHLI would hope this organization learned a lesson by slow cooking kids before ruining their careers (see Grigorenko). It was obvious this season to see Casey and Tage come back to the roster after a stint in Rochester to develop their game.
If they choose Power, letting him finish out in college followed by some time in the A would be welcomed.
What if he also goes back for his Junior year and another Adam Fox situation develops?
