High-end centers with elite wrist/snap shots it's probably Matthews, but there are significant differences between the two.

Draisaitl, he's bigger than Joe but there's no one else with the shot+play making.

I would say Draisaitl also, just that Draisaitl is a bigger version. It just seems like both of them move the same way, seems like they slow the game always have their head up and make really good passes, and when they shoot it looks like they have all the time in the world to "charge" their shot and it's always hard and deadly.

I guess I think of Sakic more as clutch AF, instead of just racking up points. But of course, he's a more prolific scorer than Toews.
