Because he can still tip it in while in front of the net. Problem is, so can many others including Phaneuf who does it better

If Ryan even looked like he was putting in effort consistently I think we'd give him a break. The problem is that he doesn't and it's abundantly clear he is driven far less than people paid a third or less of his salary.
