Silver and bronze finishes can be good indicators of consistency, particularly when measuring relative dominance.
If Canada had 3 golds, a silver and bronze, it would indicate a higher consistent level of dominance than 3 golds, a 4th and a 7th. Only taking into account 1st place finishes provides for an incomplete overall picture. It counts the highs but (purposely) omits the lows.
One last thought on the 4th place finish from Nagano. I don't know anyone who thought Canada would beat Finland for the Bronze medal. With all due respect to Finland they deserved to win the that game and outplayed the Canadian team. Hockey culture in Canada has historically said that if you don't finish 1st in a tournament the rest doesn't matter. Finishing 2nd or 8th still means that you lost. Canada has often lost games that determined positioning other than first place. The incentive, the edge, is lost often in a shit show. On the flip side that is one of the reasons Canada wins so often.
