Apparently it's because the games in Red Deer weren't televised and didn't have access to review, so to be fair/consistent the games in Edmonton don't get to use it either. They really gotta change the rule now, or at least allow it for the elimination games.

Bylaws of the tournament were agreed to by all consenting parties.

Red Deer didn't have video review. All federations agreed to these contractual terms.

Unbelievable. It benefits Canada but I'm a common law lawyer trained in Canada. Agreed upon terms of a contract must be enforced.

Canada has had this knack for ridiculous comebacks in junior tournaments since Eberle scored that goal against Russia.

The one team that seems to be able to break their hearts after those comebacks though...are the Americans.

There really isn't much they can do and it is consistent with how they have always operated. If every single game in a tournament doesn't have video review available they don't use it.
