Exactly. Drafting is just part-one of a rebuild. Then you have to actually build something with the kids you've acquired.

Draft key players, create a wining culture and healthy environment for the players to flourish, use that culture to entice free agents to your team to help fill in the gaps.

Montreal has done a good job with step #1, now it’s steps 2 and 3 they need to work on. Meanwhile still making smart drafting decisions

Problem is you are exiting your rebuild without a #1C yet again. You are going to start picking 8th - 14th every year you won't get one. No problem with the winning, just they failed to get the pieces they needed when they bottomed out.
