Depends on why they were there in the first place. You're not obligated to get out of another player's way, and I guess that extends to even if they're down on the ice and you wound up on top of them. On the other hand, I feel like you should have to get off them within a reasonable amount of time, or call it a penalty for holding at that point.

I also wonder how many times a player has ended up with another player on top of him and said, "you should have bought me dinner first!" I know I've used that line at least once as a goalie.
