Is it goalie interference if the goalie isn't attempting to make a safe that gets interfered?

Dunno, goalie interference is mysterious. He's in the crease and did run into the goalie, true, but the goalie seems to be making no effort to make the save so I'm not sure the interference itself prevented him from making one.

Yes. The goalie doesn't have to be in the process of attempting to make a save in order for goaltender interference to be called.

"The overriding rationale of this rule is that a goalkeeper should have the ability to move freely within his goal crease without being hindered by the actions of an attacking player. If an attacking player enters the goal crease and, by his actions, impairs the goalkeeper's ability to defend his goal, and a goal is scored, the goal will be disallowed."

I see, I've interpreted that as the goalie actually needs to attempt to make a save and needs to be actively hindered from doing so instead of just implying it like, "had the goalie attempted, he'd have gotten interfered" since my logic is that if the goalie didn't attempt it in the first place, he wouldn't have made the save even if there had been no interference.

The wording even in the part you quoted isn't very clear about this but I guess that that's how it works, then.

Truth is, whether goalie interference is called in the third period depends on how much boozing the refs got in during the second intermission.
