I apologize. I don't want to make it seem like I'm not doing anything here. The issue is that even if all the people in my inbox gets a team we'd still be missing one GM. Therefore I can't move forward with the fame until the last few spots are filled.

It's ultimately up to RKY but usually NTC and Modified No Trades etc are all lumped into one category meaning you would need to talk to the player agent and discuss what the chances of that player wanting to waive for your team are. You can send a nice email asking him to waive to play for you and maybe point out that you will give him more ice time/PP minutes/a yacht/ whatever...then it's up to the player agent to decide.
In some cases maybe the player agent writes a list of teams that player will or won't go to or whatever. Just so that there is a slight chance you can get the player and also makes it more fun and realistic. But like i said, It's up to RKY what he wants to do that's just how it was last game.

Basically what KD said. I may allow Kershaw (as the player agent) to decide if a player will waive to a certain team and I will have the final say. Logically, it would make more sense to run it by the agent first and by the commissioner for the ultimate decision.
