I also thought it was funny that some people saw the quotes in The Athletic about Pegula being in “left-field” and thought it meant that he’s an absent owner. No, he’s just clueless.

Board of Governors needs to approve any relocation, so yes they can veto it.

IIRC, there was a huge tug of war when Research In Motion's (the company behind the BlackBerry) Jim Balsillie wanted to bring a team to Hamilton and there was speculation that he could buy the Sabres out of bankruptcy and move them. But, the Leafs argued that Hamilton was within their territorial area and blocked it.Not within the Sabres own territorial area. Balsillie emerged while Golisano owned the Sabres. Golisano refused any attempts by him to purchase the Sabres outright.
He was trying to the Penguins, then Nashville, then Phoenix. Phoenix got sticky because they were bankrupt.
